stop olitec picking up the line how?

I have obtained an older olitec selfmemory 33600 serial modem fro an
old laptop with w98 on it.
all works well, but the modem picks up the line on every incomming
call. I have the S0=0, but still the same.
How to stop this modem to pick up the line?
