I don't see this in greek mythology, there are monsters and heros of
course, but gods certainly don't behave as good role models (to us -
ancient greeks might have considered them examplarery for all I know).
And I don't know many other pantheons (norse, egyptian etc.) to
compare, although gods vs. ice giants in norse myths sounds like a
candidate too.

If the notion appeared any earlier, I don't know of it - though, to be
fair, I believe I've read, somewhere, that Zoroaster may have been no
more than a "prophet" who codified some already extant beliefs.
