Yes that is Todd singing backup, without question.
It also sounds suspisously like he's also playing drums on the track
as well. Definitley his drumming style.

I love this song. Whenever it comes on the radio, I can't help but
crank it UPUPUP. It is so insanely, divinely STOOPID, it makes me smile
like a moron. Definitely plays into the whole rock'nroll band fantasy.
"Come on, dudes, let's get it on!"
Todd's voice is all over the place. I'm trying to recall if he did any
of the guitar work... My sense is he did and it was part of the small
bit of bad blood between him and Mark Farner who as at the very least
reportedly intimidated by Todd's skill. The guitar elements aside,
there is no question he took great liberties with production. One
other key influence I have read attributed to Todd is the distinct,
choppy keyboard sound in AMERICAN BAND. GFR members all concur that
this was Todd's direction.
From the Billy James book AN AMERICAN BAND about LOCOMOTION: "Todd
Rundgren himself got into the act as well, not only adding his high
vocals on the choruses, but also applying his unique production
techniques, especially when he wildly manipulated Farner's guitar solo
through an echoplex unit."
Also according to Billy's book, Todd does play the solo on CARRY ME
THROUGH from SHININ' ON.
absolutely!! he is credited for this solo on the album, one of TR's best solo's
I think...
its the same guitar "sound" as the solo in Utopia Theme
