I'm pretty sure it's "Temple of Dreams" by Messiah.

It IS Elizabeth Fraser but not with the Cocteau Twins. Rather with the 4AD
collaborative group This Mortal Coil. That album, It'll End In Tears is
available most anywhere that sells imports. The album and the two after it
(Filigree & Shadow + Blood) contain several Buckley covers as well as some
other juicy covers and originals. The techno song you are referring to is
"Temple of Dreams" by Messiah. They are on Kickin' Records in the UK and
are now on the Warner subsidiary American Recordings (Rick Rubin's puppy).

There is also another sample from This Mortal Coil...

"Did I.....Dream.....an echo.....(an echo).....(an echo)...."

which is on a Hardkiss song...the same single that "Raincry" is on...

the song was 'temple of dreams', by messiah - also had samples
from the movie 'running man' (richard dawson:"it's time to
start...running!). i think it's on.....uhhhh, lemme check.... i have
some old comp that it's on....just a minute..

kaos theory 2.... i think it's also on 'rave 'till dawn', the now
infamous mother of all commercial comps...

...i would reccommend the kaos theory comp - 'choons are
ancient, but good for thier time ('92). messiah has a full length
album out....can't recall the name offhand, it's at least a year or so
old, as i recall. hope that points you in the right direction..
