It's the fifth planet (counting outwards) from Mizar, a double star
in the Big Dipper.

Hmmm - although I've never read an official interview about it, I hear it as
a song about a 'shoppe' of sorts where ex-cons can go to have their physical
features redone so that society will no longer recognize them:

"[Jeff/Chuck - whoever] has a scar from ear to ear;
He will make your Mug Shot disappear

You zombie - be born again my friend,
Won't you sign in, stranger?"

Yours,
Kathryn Hillman

Heya Dan Fans, et al ;)

Sign in Stranger? It appears to be about some kind of fantasy world for
scoundrels of all kinds. Ya did something bad and ya have to hide? Well
you're welcome here (doesn't matter where you've been or what you've done).
We'll make up a new face for you (make your mug shots disappear). While
you're here, you may as well enjoy yourself. Strut your new stuff and be
treated the way you want to be (they will call you sir and shine your shoes),
and even take in the local entertainment while you're at it.

Be born again my friend, won't you sign in stranger?
