Digsy refers to Peter Deary. He is the lead singer with a Liverpool band
called Smaller. IIRC he was at some of Oasis' recording sessions during
1993. I presume you are asking this question based on the two references to
him in Noel's songs:
Digsy's Dinner and Be Here Now.

Used to be the lead singer of a band called Digsy's something or
other. Oasis and said band played an early gig together but Oasis
made it and Digsy didn't. Noel then went and wrote a song about Digsy
which can, of course, be found on Definately Maybe. So Now you know!
