try mp3gain.exe
(you could search for it at google, but I'm doing it right now)
voila: http://www.geocities.com/mp3gain/
It will scan your files, analyse the main volume, and change a global
volume setting of the mp3, without changing the actual music-data.
Your mp3's will now play at the same volume in any mediaplayer.

You'd do better using MP3Gain as Pjay suggested. It is not only
faster (probably) but it does it directly to the MP3 and is
reversible. SoundForge is decoding the MP3 to wave, fixing it and
then re-encoding the fixed wave to MP3. Not reversible.

another one, easier and faster.. http://www.mp3br.com/e/down/mp3norm.msi
Wrong. Not faster... if they are both doing the same thing.

...it *is* more expenive though
I tried both, mp3br normalizer and mp3gain. mp3br normalizer
normalized a file in 2 seconds (at speed 10x). mp3gain took 20
seconds. the resulting files were exact copies. does mp3gain have a
10x option that I might be missing?
No, you're missing what MP3BR does at 10X.
