Who wrote "Paloma Negra?"

Who REALLY wrote "Paloma Negra?" My copies of versions by Lola Beltran and
Vicente Fernandez credit Thomas Mendez. Online lyric pages and other versions
I've seen listed the author as Jose Alfredo Jimenez, including, if I recall
correctly, versions by Mariachi Cobre and Jose Alfredo himself.

I'm inclined to guess that Mendez is the true author, and that since most of
Jimenez' recordings were of his own compositions, it was specifically his
version that started the confusion, but this is just an "educated guess."

Can anyone tell me with any certainty who the real author is?
