This a formal Request For Discussion (RFD) concerning the creation of a
new unmoderated newsgroup called rec.music.artists.mariah-carey. This is
not a Call For Votes (CFV). Please do not vote at this time.
RATIONALE: rec.music.artists.mariah-carey
Mariah Carey is the best-selling female vocalist of the 1990's, with
worldwide sales in excess of 60 million records. On the Internet, many
resources have been developed to meet users' demand for information about
this artist, including many well-known WWW homepages, a number of FTP
sites, a popular IRC channel and two dedicated mailing lists.
There appears to be a large number of users who demand these resources,
and many who seek further improved resources. An instance of where current
resources are proving to be inadequate is the primary Mariah Carey mailing
list (vis...@biodec.wustl.edu). This mailing list is becoming an
increasingly difficult resource to effectively manage, as the volume of
people seeking discussion on a very broad variety of topics continues to
increase beyond reasonable levels. For users whose time is precious or
have only limited access opportunities to network services, the mailing
list is simply proving to be far too unweildly.
The fact is that the amount of traffic on the mailing list in recent
months has increased dramatically: with a total of 150 subscribers in
June, the mailing list has now grown to over 350 subscribers (a relatively
large proportion of which are active posters). In recent weeks, there have
been 200 messages/week posted to the list, with weekly archives averaging
350K.
Clearly this is a very difficult situation for subscribers, and it has led
some users to unsubscribe. It is very unfortunate when people who
genuinely desire specific news, views and other articles pertaining to
Mariah Carey are being forced to wade through hundreds of messages per
week, many of which are not what they specifically want. In view of this,
it is proposed that a much more selective medium is required, where
messages can be selected and filtered more easily. A newsgroup, therefore,
would be an ideal medium for news and discussions of Mariah Carey and her
music.
The current alt.music.mariah.carey newsgroup is not perceived to be a
viable solution, as it is not carried by the vast majority of sites due to
its non-compliance with naming conventions. Also, propagation of this
newsgroup on the few sites that do carry it is very ineffective and slow.
A newsgroup in the rec hierachy is much more likely to be honoured by news
administrators, fitting well into the existing structure of
rec.music.artists.
CHARTER: rec.music.artists.mariah-carey
The newsgroup will replicate most of the responsibilities of the current
Mariah Carey mailing list. That is, it will be a source for news items,
general information and announcements of new Internet resources pertaining
to Mariah Carey. The newsgroup will also be a forum for the discussion of
Mariah Carey, her music and her life, including observations and opinions.
It is expected that the readership of the newsgroup will be broader than
the existing mailing list, due to the appeal that the article selection
facility offers in a high-volume discussion. Wheras the mailing list is
really only an appealing option for dedicated fans, a newsgroup would also
be able to meet the needs of those with passing interest alone.
However, it is not expected that the mailing list will become redundant
due to the new newsgroup. In fact, it is likely that the mailing list will
become more focused with discussions and reports from a smaller number of
dedicated fans. The mailing list also serves well those without access to
usenet.
Language:
The language on rec.music.artists.mariah-carey will be English.

PROCEDURE:
This RFD has been prepared in accordance with the requirements contained
in the USENET guidelines for creation of new newsgroups. Discussion of
the RFD will continue for at least 22 days from the date it appears on
news.groups and news.announce.newgroups. The discussion will take place
on news.groups, which is a group dedicated to the discussion of new
newsgroups, and anyone is encouraged to participate. A second RFD will
be issued if the need arises. However, if there are still problems with
the RFD after 30 days, discussion will be taken off-line. Otherwise, at
the end of the RFD discussion, the CFV will be issued and the vote conduted
by a neutral third party, the Usenet Volunteer Votetakers(UVV).
