What you're looking for is "Dirty Water" by Rock & Hyde. The single was
released in 1987 and the song also appears on their 1987 album "Under The
Volcano". Bob Rock and Paul Hyde were founding members of Payola$ whose
biggest hit was "Eyes Of A Stranger" from 1982.
I'm not familiar with Rock & Hyde's "Dirty Water" and couldn't find the
lyrics or even the songwriter credits, but I wonder if it might be a cover
of the Standells' hit from 1966. Here are the lyrics for that song.

Found a message at DejaNews that was posted in alt.music.lyrics in August.
It has the lyrics for Rock & Hyde's "Dirty Water".

Sounds like Rock & Hyde which was Bob Rock and Paul Hyde,
formerly of the Payolas.
The album was called "Under the Volcano" and was released by EMI in
1987.
Here are the words from the album sleeve [they're just in a block on
the sleeve and I don't have a working turntable at the moment that I
can play the album on to sort 'em into chorus & verses so I'll take
some guesses, if you'll excuse my presumption].
