You may be thinking of "Life Goes On" (1991). It was written both
about the girlfriend of guitarist C.C. DeVille who was shot and killed
in a bar fight and the band's security gaurd who also passed away at
about the same time.

Randy Rhoads
I don't know the Ozzy song but Quiet Riot did one for Rhoads called
"Thunderbird"

Only one I can think of is Empty Garden (Hey, Hey Johnny) by Elton
John, written for John Lennon

"My Man", Eagles (Gram Parsons).
"Empty Garden", Elton John.
"All Those Years Ago", George Harrison.
