No! You are both wrong! Way out of line! This is a line pertaining
to a race horse named "Black Velvet" who was being ridden by Elvis
Presley's 3rd cousin while drinking cheap immatation Black Velvet
whiskey known as "Blue Flannel slurpin' whiskey".

Just thought I'd clear up the misconception here. BTW...
The girl who sang a similar song is sometimes confused with the
horse with same name...

[whose name i forget] wrote it as a homage to Elvis, the king of
black velvet artwork.

It begins talking about his youth in tupaloo[mississippi]
