I'm not sure who sings it but I'd like to get the lyrics for the song I'm
gonna hire a win'o. I think Mac Davis sang it. Or maybe George Jones.

hi there-- the song was written by Dewayne Blackwell it was a hit in 1983.
here are the lyrics:

I believe the singer you're thinking of is Merle Haggard. Not quite
sure, but he's the only singer of that type/era that immediately comes to
mind.
