Fairlead, after reading your message I went to listen to Changes at max
volume and confirmed what I thought - I believe he is saying "TRACE time".
I've listened to that song so many millions of times and I always thought
that's what he's saying. If I'm wrong, hopefully someone can enlighten
me.

It's definitely "I can't trace time". Eminent musicologist Wilfrid Mellers did
a detailed analysis of this song back in the 70s, and his comments on this
were:
"Although time may change him, he can't 'trace' time - cannot accommodate to
it, and so doesn't know where he is."

It definitely was. It was released in January 1972, in both the US and the UK,
with "Andy Warhol" on the B-side. However, it was never a top 40 hit single
anywhere. It came very close in the US (peaked at #41), but flopped totally in
the UK (didn't make the top 100). That's one of the very few occasions in
Bowie's career when one of his records has done better in the US charts than
in the UK.
