Meaning of The Last Farewell?

My mother and I were discussing the lyrics of Roger Whittaker's song, The
Last Farewell and trying to figure out exactly what he is refering to. I
had been told he is singing about England, but in listening to the lyrics
it sounds more like he is leaving a tropical location to return to England
to fight in the war, and that England isn't necessarily the place he's
singing about.

If anyone can shed any light on this subject it would be most appreciated!

I asked Mr. Whittaker this very question last time it came up on this
newsgroup, and his simple reply was "It is about a sailor who has been
posted on a tropical island, who must now say goodbye to his true love.
He is being shipped home to England".

I have always assumed that he was playing the role of sailor in the
navy who has been stationed somewhere in the tropics and has met and
fallen in love with a local girl. Some conflict back home has meant
the recall of his ship for service and that he has to go, leaving
her behind, knowing that he might die in the up and coming events.
