I think you have heard the English version of the German hit
"Solang' man Träume noch leben kann" by the group
"Münchener Freiheit". (I hope the German umlauts will receive you)
They have produced (IMHO) only one LP in English with translations of
their greatest hits, but their most productions are in German
language. Because the original name is not readable in English
and a translation sounds not too good (freedom of munich?) they
have shortened their name.
I think, that there may be a little bit of ELO
influence, but not too much.

I have the Freiheit album - "Fantasy". Yes, they were very ELO, I think they
were fans. "Keeping The Dream Alive", which I guess is the track Martin
heard, is the most ELO-like, featuring the strings, but there are other
tracks too which are very reminiscent, and they have also picked up on
Jeff's obsession with the weather (a track on the album is called 'Kissed
You In The Rain'), plus the singer sounds just like Jeff as well.
I think they were also big Paul McCartney fans.
