Listen to the 10538 Overture, and then force yourself to listen to Mr
Weller's "Changing Man" track
In the intro, it is just 10538 overture, speeded up slightly and with
backing and drums but its there, and so obvious that I have let non-ELO fans
(are there such a thing??) listen to both tracks and they can here the rip
off.
Changing man? Thieving little sh*t more like.

...and "Mr. Blue Sky" doesn't borrow the Macca bit from "A Day In The
Life," nor does "Mister Kingdom" owe a bit to "Across The Universe." Certainly
"Showdown" doesn't sound strangely similar to "I Heard It Through The Grapevine"
(actually, I plagerized that opinion from Ken Petty.....thieving little shit I
am!)...
Paul Weller is a fucking genius. He has written many great songs and I
could care less if he lifted a couple riffs here and there. The Jam's "Start"
is a blatant reworking of "Taxman." If Weller borrowed from "10538", he
continues to vehemently deny it in interviews today. Good for him!

"Flying", so Weller could've also got it there, then "First Movement (Jumpin'
Biz)" is an evocation of Mason Williams' "Classical Gas", "Ma-Ma-Ma Belle" a
rather blatant plagiarism of Mott The Hopple's "Jerkin' Crocus", the obvious
Beatles' White Album resemblance of "Bluebird Is Dead" to "Dear Prudence", and
"Oh No Not Susan" to "Happiness Is A Warm Gun" and "The Way Life's Meant To Be"
sounds just like "Save The Last Dance For Me" by The Drifters.

With the number of musicians in the world today, there is probably a lot
more unintentional crossover then one could ever hope to imagine. It's
not a ripoff just because it has the same chords. That's not intended to
bail out anyone who knowingly steals music, but it happens by accident
all the time. And the four-chord progression in 10538 is not the most
incredibly original, unique progression ever put together. Just look at
that 12-bar stuff; no one sues anyone over any of it and all those songs
sound identical.
On a related note, listen to ELO's "I'm Alive" and 80% of the main chord
progression in Tom Petty's "Christmas All Over Again." I know Jeff
worked on both, but still. It happens.

that he most assuredly ripped off Jeff.
