not if it's a CDROM

Google "dos 6.22 boot cd" gives me

http://www.bootdisks.us/ms-dos/5/ms-dos-bootable-cd-images.html

but maybe your old laptop just won't boot from a CD?

No the CDROM boots ok if the disk is bootable.
The problem is I didn't have a floppy drive on my new laptop to create
the bootable floppies.
The orig disks wont work they went bad, and the current laptop doesn't
have floppy so I am unable
to re-create them.

I booted the laptop from a bootable dos cd that matched the same
version as the disks.
Booted and tried to run the setup from the folders on the CD. The
setup file didn't like that.
So I was asking if anyone knew how to get that to work. Sorry I wasn't
clear.

One thing to note I was able to get it to work after reading on the
net and looking through the
the text documents from the install itself. I ended up formatting the
HD with the boot option,
making a C:\DOS directory copying everything over and expanding them
with expand.exe.
