Hi Tod Vargo,
Yes, but that's not the question. :)
I do very much appreciate that you attempted to answer the question, as,
well, as Lord knows, every post to Usenet risks the psychopaths like Snit,
Diesel, Alan Baker, Cybe(r) Wizard, Dan Purgert, et al., coming out and
attacking us - just for having a polite technical conversation seeking
better solutions (or better ways to document those solutions, as this
is the case thereof).
In summary, this is what I had posted long ago to illustrate the question:

This is what I have been using ever since pinning that shortcut:
<

Where the pinned "Run.lnk" shortcut Properties are:
Location: C:\Users\{uname}\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar
As shown below which I just screenshotted for Mike Easter:

As in this thread just now discussing the "Start > Run" syntax:
o *Tutorial: How to enable the Telnet Client in Windows 10*

The _only_ goal of this question is to pin the "Run.lnk"
to the Windows 10 taskbar for those of us who run that command
shortcut scores upon scores upon scores of times every day,
WITHOUT needing to resort to the Windows "search" command.
(Search is an appalling way to document _any_ command, IMHO). :)
