Right, I won't go into details as to how I got to this position with my
bike, I shall just say what the symptoms of the fault are and see what you
think.

Bike revs out cleanly in first to fourth gear. Starts to, I can only
describe it as surge, in fifth and sixth. You can actually feel it
hesitate like a switch on the engine being rapidly turned on and off.
Hills and headwinds lead to a very noticeable speed drop.

What's wrong with it?

That is a fairly good description of fuel starvation. Higher speeds, hills
and headwinds all require more horsepower, which requires more fuel. It
sounds like you're not getting enough fuel flow into the engine at higher
power settings. The problem could be anywhere in the fuel system from a
partially clogged petcock, clogged filter or low float settings (assuming you
have a carb).

I think it's broken. The devil is in the details. Give a few and you might
get back better answers.

Bad gas
Bad fuel flow
Bad spark plugs/wires (yes, early signs of failure is under load)
Lard ass rider needs to lose 50 pounds ....... ;-)

Would it be too much to ask for you to tell the NG what year and model
of motorcycle it is, in the first post?

If the engine has been badly over-heated, your rings could have lost
some tension. Your compression would be low. This would limit horse power
not revs. Fuel consuption would however have to increase, and you might
also have notice somewhat less torque for a given throttle possition.

Would the unmentioned details include having run the engine without oil?
