I’d believe the GPS over the speedometer as bike speedos are
notoriously optimistic.
I’m sure “someone” got the GXSR up to 186 but depending on the
elevation where you live, the weight of the rider, how well you tuck-in
out of the wind, how much room you had to get to speed and a million
other variables, 167 may not be so bad. Anyway, 167 or 183 or 186,
does it “really” matter?
BTW, my speedo is off by 8 – 10 %. Although I’ll never see 180 on my
bike (or likely ANY bike ;^)

Three US magazines report top speeds of 173, 175, and 177mph for the
GSXR1K. My guess is that those are "true" speeds, not limited in
software, so the TRE[1] wouldn't improve it. Compared to the Hayabusa,
the big Gixxer is slightly less powerful and less aerodynamically clean,
so it's gotta have a lower top speed than the unlimited Busa did
(somewhere in the low 190s for the '99). A cocktail-napkin calculation
based on the Cycle Canada wind tunnel study (which can be found here,
http://www.sportrider.com/tech/146_0106_aero/) and various magazine road
tests estimates a top speed of 175 for the 1K.
It may be possible to get a little more out of it than 167. Stuff like
lowering the bike, removing mirrors, increasing tire pressures, and even
waxing are the traditional tricks for getting a few more mph.
[1] timing retard eliminator--a device that fools the software into
thinking its always in 3rd gear (or whatever). Apparently, power is
shaved in code by retarding timing in 1st gear to prevent blow-over
wheelies and, perhaps, in top gear to limit top speed.

Your size, small differences in engine tune, altitude, there are lots
of things that could affect your top speed. If it breaks your heart, go to
a tuner who uses a dyno, and ask him to dial it in for top speed, put your
affairs in order, and try again. 10% off is average for most speedo's. I
think they just want the "boy racers" to feel good.
