That depends on what you want to do with it. I know one person who had one
for quite some time, and I think her experience was quite positive. She
toured extensively on the thing, but after 50,000 miles it was ready for a
second rebuild and it didn't look like there was any adjustment left in
the valve train, so she got a TransAlp. The 250 is a great bike if you're
a smaller or shorter rider who wants to ride a sporting machine, or if
there's an insurance advantage for you (varies from place to place).
Otherwise, and depending on your intended use, I'd suggest that the
Suzuki GS500E, for about the same money, is a more reasonable bike; the
increased size would be a benefit when riding any distance, or with a
passenger.
Alternatively, buy some other used bike. In my part of the world you can
get some truly fine equipment for the asking price of a Ninja 250. An FZR 400
is arguably a better bike in almost every way (heavier, but by no means a
porky machine).

Depends on your definition of "worth it".
Yes, it's a sport bike, yes it's cheap, yes it'll get you
around the roads.
It's seriously underpowered (depending on your perspective), and
small (if you are 5'10in+). Suspension aint great either.
