Funny, according to the constitution all citizens qualify as nominees, they just need to qualify in
election for office (Rights and Freedoms).
Ballot Access, big difference from a vote.
I had almost 400 votes last time up from 2002 (222 Votes) and they think I should get 25 votes after getting that, it's a bit insane,
but hard to change their minds with facts, especially when running for President of Council not Member of Council what the
signatures should be for but the city clerk and with no council contest have changed the Mayoral forms, also campaign period
starts in Nov 15 2007 and they passed the bylaw after that.

You're not reading the provisions right.
You (and any other candidates who seek election) must have 25 names of
people who agree to your nomination. This means
that if you can find 25 people to sign your nomination paper and those
people are found to be eligible to vote in the election, then you can run in
accordance to the rules set forth by the City of Vancouver. This isn't
anti-democratic, it does mean that you are sincere and not just a junk
candidate who can't muster a minimum level of support. The provision for 25
names on the nomination paper also exists at the provincial and federal
level.
The 25 names are not "votes", they are names of people who agree to your
nomination. Those 25 names are not counted
on election day as they when they signed your nomination form did not cast a
ballot. But if those same 25 people actually
did cast a ballot on election day or when balloting can occur, then their
votes are counted.
Specifically only those citizens who are qualified to vote in a civic
election (residents and property owners at either or older
than the voting age) may vote in a civic election. They also qualify as
nominees. If I, living in Victoria signed your nomination
form, then my signature would not be counted as part of the total (you have
24 signatures, not 25) as I am not qualified to
vote in a Vancouver election.
If you can't find 25 people who agree you should run, then you should
seriously forget about running in the first place.
The campaign period does not - for civic elections - begin on 15 November
2007. That is just one year to when the
next election is. There is no set "campaign period" in civic elections as
there is with federal and provincial elections (i.e. "dropping of the Writ"
which starts the election). What you are seeing is an 'early start' by the
larger parties, but the real
campaigning doesn't actually start until late October and early November.
