CONTRACTS
AIR FORCE
FPM Group, Ronkonkoma, N.Y., is being awarded a $1,100,000,000
indefinite-delivery and indefinite-quantity contract. This contractor
will be one of 30 participating in a program to provide professional
architect-engineer (A&E) services to perform preliminary environmental
assessment through remedial design and other A&E services in support
of locations worldwide. Funds will be obligated as individual delivery
orders are issued. The Air Force can issue delivery orders to all
participating contractors totaling up to the maximum amount indicated
above, though actual requirements may necessitate less than this
amount, delivery orders will be issued pursuant to criteria
established in the contracts. The FPM Group will perform this effort
in Ronkonkoma and at other locations government worldwide. At this
time, no funds have been obligated. This work will be complete by
September 2013. Solicitation began December 2002 and negotiations were
completed January 2003. The Headquarters Air Force Center for
Environmental Excellence, Brooks City-Base, Texas, is the contracting
activity (F41624-02-R-8159).
HyPerComp, Westlake Village, Calif., is being awarded a $9,591,266
cost-plus fixed-fee contract to provide for the next generation
aircraft morphing structures program to provide research and
development to develop morphing wing designs whose geometric
parameters (wing area, aspect ration, sweet, twist, dihedral) can be
significantly varied to provide optimal performance at drastically
different flight conditions. HyPerComp Inc., will perform this effort
in Westlake Village and NexGen Aeronautics, Inc., Rancho Palos
Village, Calif. At this time, $700,000 of the funds has been
obligated. Further funds will be obligated as individual delivery
orders are issued. This work will be completed by October 2005.
Solicitation began September 2001 and negotiations were completed in
December 2002. The Air Force Research Laboratory, Wright-Patterson Air
Force Base, Ohio (F33615-02-C-3257).
Lockheed Martin Corp., Palmdale, Calif., is being awarded a $9,288,304
cost-plus fixed-fee contract to provide for the morphing aircraft
structures program will develop and demonstrate technologies required
for a seamless, aerodynamically efficient, aerial vehicles capable of
radical shape change. At this time, $1,125,000 of the funds has been
obligated. Further funds will be obligated as individual delivery
orders are issued. This work will be complete by November 2006.

Lockheed Martin Information Systems, Orlando, Fla., is being awarded a
$8,755,711 firm-fixed-price contract modification to provide for
various simulator modification options for the C-130 Aircrew Training
System Contract. Specifically, the visual, aeronautics, Digital Radar
Land Mass Simulator, and IOS simulator modifications at Minneapolis
Air Reserve Base. Visual simulator modification at Dyess Air Force
Base, Texas. Lockheed Martin will perform this effort in Orlando,
Fla.; CAE USA Incorporated 4908 West Tampa Boulevard, Post Office Box
15000, Tampa, Fla. 33684. Total funds have been obligated. This work
will be complete by March 2005. Hill Air Force Base, Utah, is the
contracting activity (F42630-99-C-0195-P00099).
ARMY
Savi Technology, Sunnyvale, Calif., was awarded a delivery order
amount of $100,000 as part of a $90,000,000 firm-fixed-price contract
for radio frequency identification on Jan. 21, 2003. Work will be
performed in Sunnyvale (79.1 percent), Everett, Wash. (1.4 percent),
Mesa, Ariz. (6.7 percent), Manassas, Va. (1.3 percent), Holtsville,
N.Y. (8.8 percent), and Austin, Texas (2.7 percent), and is to be
completed by Jan. 21, 2006. Contract funds will not expire at the end
of the current fiscal year. This was a sole-source contract initiated
on Sept. 26, 2002. The U.S. Army Directorate of Contracting,
Alexandria, Va., is the contracting activity (DABL01-03-D-1002).
General Dynamics Government Systems Corp., Taunton, Mass., was awarded
a $11,406,179.60 modification to a firm-fixed-price contract for
common hardware and software items for the project manager Army
Tactical Command and Control Systems computers and associated
peripherals for battlefield commanders on Jan. 22, 2003. Work will be
performed in Taunton and is to be completed, By April 10, 2005.
Contract funds will not expire at the end of the current fiscal year.
There were 50 bids solicited on April 21, 1994, and three bids were
received. The U.S. Army Communications-Electronics Command, Fort
Monmouth, N.J., is the contracting activity (DAAB07-02-C-E801).
Raytheon Co., Tucson, Ariz., was awarded a $10,951,875 modification to
a firm-fixed-price contract for 105 TOW 2A Missiles and 425 TOW 2A
Practice Missiles on Jan. 21, 2003. Work will be performed in Tucson
and is to be completed by Aug. 31, 2004. Contract funds will not
expire at the end of the current fiscal year. This was a sole-source
contract initiated on July 15, 2002. The U.S. Army Missile Command,
Redstone Arsenal, Ala., is the contracting activity
(DAAH01-02-C-0125).
Sikorsky Aircraft Corp., Stratford, Conn., was awarded a $7,216,230
firm-fixed-price contract for 3 Elbit "B" Kits with installation on
the UH-60 Blackhawk Helicopters, support package, spares, and
contractor field service representative on Jan. 16, 2003. Work will be
performed in Stratford and is to be completed by Feb. 28, 2006.
Contract funds will not expire at the end of the current fiscal year.
This was a sole-source contract initiated on Sept. 3, 2002. The U.S.
Army Aviation and Missile Command, Huntsville, Ala., is the

NAVY
NMP Corp., Tulsa, Okla., is being awarded a $21,013,486
firm-fixed-price requirements contract for LPD-4 class switchboards,
electric plan control consoles, installation services, technical data
and manuals. Work will be performed at Norfolk, Va. (50 percent) and
San Diego (50 percent), and is to be completed by January 2008.
Contract funds will not expire at the end of the current fiscal year.
The contract was competitively procured via the Federal Business
Opportunities Web site, with two offers received. The Naval Surface
Warfare Center, Carderock Division, Philadelphia is the contracting

Bell-Boeing Joint Program Office, Patuxent River, Md., is being
awarded an estimated $20,374,266 modification to a previously awarded
cost-plus-incentive-fee contract (N00019-00-C-0183) with an for the
procurement of one V-22 aircraft maintenance trainer for the flight
training school located at the Marine Corps Air Station, New River,
N.C. Work will be performed in Fort Worth, Texas (76 percent);
Philadelphia (19 percent); and Jacksonville, N.C. (5 percent), and is
to be completed in November 2004. Contract funds will not expire at
the end of the current fiscal year. The Naval Air Systems Command,
Patuxent River is the contracting activity.
McDonnell Douglas Corp., St. Louis is being awarded a $16,453,911
modification to a previously awarded firm-fixed-price contract
(N00019-01-C-0040) for the procurement of Harpoon grade B canisters
for the government of Australian, which includes 32 canister
assemblies, 64 booster sections and containers, 49 capsule canister
launch kits, 28 canister all-up-round missile containers, 1 canister
test set and associated hardware and services under the Foreign
Military Sales Program. Work will be performed in Elkton, Md. (31.79
percent); Burnley Lancashire, United Kingdom (24.94 percent);
Kirkwood, Mo. (17 percent); St. Charles, Mo. (5.72 percent);
Huntsville, Ala. (3.99 percent); Valencia, Calif. (3. 36 percent);
Glenn Riddle, Pa. (2.88 percent); Galena, Kan. (2.50 percent); Fort
Walton Beach, Fla. (2.19 percent); Tulsa, Okla. (1.84 percent); Grove,
Okla. (.93 percent); Manchester, Mo. (.88 percent); Orangeburg, N.Y.
(.69 percent); Fairfield, Calif. (.66 percent); and Phoenix (.63
percent), and is to be completed in July 2005. Contract funds will not
expire at the end of the current fiscal year. The Naval Air Systems

Northrop Grumman Corp., Field Support Services, Inc., Jacksonville,
Fla., is being awarded a $5,714,000 ceiling-priced order against a
previously awarded basic ordering agreement (N00019-00-G-0120) for the
installation of 85 wing leading edges and 50 engine mounts and the
replacement of 22 tired wires into F-14A/B/C and D aircraft. Work will
be performed in Oceana, Va., and is to be completed in December 2003.
Contract funds in the amount of $2,200,000 will expire at the end of
the current fiscal year. The Naval Air Systems Command, Patuxent
River, Md., is the contracting activity.
EG&G Services, Gaithersburg, Md., is being awarded a $9,601,845
modification to previously awarded contract (N00178-99-D-3034) for
continued engineering and technical support of the Theater Warfare
Systems Department, Naval Surface Warfare Center, Dahlgren Division.
Work will be performed in Dahlgren, Va., and is to be completed by
October 2003. Contract funds will not expire at the end of the current

CONTRACTS
MISSILE DEFENSE AGENCY
The Boeing Co., Anaheim, Calif., is being awarded a
cost-plus-award-fee modification to contract HQ0006-01-C-0001 in the
amount of $747,540,194 for completion of the development of Sea-Based
Test X-Band Radar (SBX) capability. The Boeing Co. will continue to
develop a Test X-Band Radar (XBR) capability in support of the
Ground-Based Midcourse Defense Program as a multi-phased acquisition.
This modification is necessary to ensure that a Test XBR is ready to
be integrated into the Ballistic Missile Defense System Test Bed in
the fourth quarter of fiscal year 2005. Raytheon Electronic Systems, a
major subcontractor, in Bedford, Mass., will primarily perform the
effort. Phase one of the SBX effort was awarded during the fourth
quarter of fiscal year 2002, and an effort was announced in November
2002 for acquisition of radar long-lead items and associated labor
costs. The Missile Defense Agency is the contracting activity
(HQ0006-01-C-0001).
ARMY
DynCorp International LLC, Fort Worth, Texas, was awarded on Jan. 24,
2003, a $43,206,205 increment as part of a $204,564,773
firm-fixed-price contract for C12 and UC35 aircraft life cycle
support. Work will be performed in Fort Worth, Texas, and is expected
to be completed by Jan. 31, 2004. Contract funds will not expire at
the end of the current fiscal year. This was a sole source contract
initiated on March 8, 2000. The U.S. Army Aviation and Missile
Command, Redstone Arsenal, Ala., is the contracting activity
(DAAH23-00-C-0226).
Thales-Raytheon Systems Co., El Segundo, Calif., was awarded on Jan.
24, 2003, a $1,300,000 increment as part of a $115,819,402
cost-plus-incentive-fee contract for restructure and cost growth for
the AN/TPQ-47 Phoenix battlefield sensor systems. Work will be
performed in El Segundo, Calif. (51%), and Forest, Miss. (49%), and is
expected to be completed by March 31, 2005. Contract funds will not
expire at the end of the current fiscal year. There were three bids
solicited on Nov. 24, 1997, and three bids were received. The U. S.
Army Communications-Electronics Command, Fort Monmouth, N.J., is the
contracting activity (DAAB07-98-C-S018).
United Defense LP, York, Pa., was awarded on Jan. 24, 2003, a
$14,820,000 modification to a firm-fixed-price contract for the 57
M88A2 heavy equipment recovery combat utility lift and evacuation
system engines. Work will be performed in Muskegon, Mich. (75%), and
York, Pa. (25%), and is expected to be completed by Jan. 31, 2005.
Contract funds will not expire at the end of the current fiscal year.

C. F. Jordan LP, El Paso, Texas, was awarded on Jan. 24, 2003, a
delivery order amount of $13,459,180 as part of a $95,000,000
firm-fixed-price contract for design and construction of family
housing at Dyess Air Force Base, Texas. Work will be performed in
Abilene, Texas, and is expected to be completed by Dec. 13, 2007.
Contract funds will not expire at the end of the current fiscal year.
There were 33 bids solicited on June 26, 2002, and 15 bids were

Science Applications International Corp., San Diego, Calif., was
