A leaked U.S. Army document prepared for the Department of Defense contains
shocking plans for “political activists” to be pacified by “PSYOP officers”
into developing an “appreciation of U.S. policies” while detained in prison
camps inside the United States.

The document, entitled FM 3-39.40 Internment and Resettlement Operations
(PDF) was originally released on a restricted basis to the DoD in February
2010, but has now been leaked online.

The manual outlines policies for processing detainees into internment camps
both globally and inside the United States. International agencies like the
UN and the Red Cross are named as partners in addition to domestic federal
agencies including the Department of Homeland Security and FEMA.

The document makes it clear that the policies apply “within U.S. territory”
and involve, “DOD support to U.S. civil authorities for domestic
emergencies, and for designated law enforcement and other activities,”
including “man-made disasters, accidents, terrorist attacks and incidents in
the U.S. and its territories.”

The manual states, “These operations may be performed as domestic civil
support operations,” and adds that “The authority to approve resettlement
such operations within U.S. territories,” would require a “special
exception” to The Posse Comitatus Act, which can be obtained via “the
President invoking his executive authority.” The document also makes
reference to identifying detainees using their “social security number.”

Aside from enemy combatants and other classifications of detainees, the
manual includes the designation of “civilian internees,” in other words
citizens who are detained for, “security reasons, for protection, or because
he or she committed an offense against the detaining power.”

Once the detainees have been processed into the internment camp, the manual
explains how they will be “indoctrinated,” with a particular focus on
targeting political dissidents, into expressing support for U.S. policies.

The re-education process is the responsibility of the “Psychological
Operations Officer,” whose job it is to design “PSYOP products that are
designed to pacify and acclimate detainees or DCs to accept U.S. I/R
facility authority and regulations,” according to the document.

The manual lists the following roles that are designated to the “PSYOP team”.

- Identifies malcontents, trained agitators, and political leaders within
the facility who may try to organize resistance or create disturbances.

- Develops and executes indoctrination programs to reduce or remove
antagonistic attitudes.

- Identifies political activists.

- Provides loudspeaker support (such as administrative announcements and
facility instructions when necessary).

- Helps the military police commander control detainee and DC populations
during emergencies.

- Plans and executes a PSYOP program that produces an understanding and
appreciation of U.S. policies and actions.

Remember, this is not restricted to insurgents in Iraq who are detained in
prison camps – the manual makes it clear that the policies also apply
“within U.S. territory” under the auspices of the DHS and FEMA. The document
adds that, “Resettlement operations may require large groups of civilians to
be quartered temporarily (less than 6 months) or semipermanently (more than
6 months).”

A d v e r t i s e m e n t

The historical significance of states using internment camps to re-educate
detainees centers around the fact that it is almost exclusively practiced by
repressive and dictatorial regimes like the former Soviet Union and
Stalinist regimes like modern day North Korea.

We have exhaustively documented preparations for the mass internment of
citizens inside America, but this is the first time that language concerning
the re-education of detainees, in particular political activists, has
cropped up in our research.

In 2009, the National Guard posted a number of job opportunities looking for
“Internment/Resettlement Specialists” to work in “civilian internee camps”
within the United States.

In December last year it was also revealed that Halliburton subsidiary KBR
is seeking sub-contractors to staff and outfit “emergency environment” camps
located in five regions of the United States.

In 2006, KBR was contracted by Homeland Security to build detention centers
designed to deal with “an emergency influx of immigrants into the U.S,” or
the rapid development of unspecified “new programs” that would require large
numbers of people to be interned.

Rex 84, short for Readiness Exercise 1984, was established under the pretext
of a “mass exodus” of illegal aliens crossing the Mexican/US border, the
same pretense used in the language of the KBR request for services.

During the Iran-Contra hearings in 1987, however, it was revealed that the
program was a secretive “scenario and drill” developed by the federal
government to suspend the Constitution, declare martial law, assign military
commanders to take over state and local governments, and detain large
numbers of American citizens determined by the government to be “national
security threats.”

Under the indefinite detention provision of the National Defense
Authorization Act, which was signed by Barack Obama on New Year’s Eve,
American citizens can be kidnapped and detained indefinitely without trial.

The following portions of the document make it clear that the policies apply
“within U.S. territory” (as well as abroad in countries like Iraq and
Afghanistan) and that domestic federal agencies are involved.

Exactly!! The Bill Ayers connection was the first thing I thought of when I
read “re-education camps”. There is no doubt that Barack Obama is deeply
connected with Ayers ideology. Everyone associated with Obama share the same
horrifyingly radical agenda. Look at how they tried to destroy the American
farmer by mandating farm kids from doing the chores. The idea of this is
more than just outrageous. The reports tell us that the Obama Administration
has since backed down from trying to implement this citing “public outrage”as
the reason. Well, this hasn’t stopped them before, namely, TSA groping,
ObamaCare, and banker bailouts, which the majority of Americans are against.

It amazes me that a terrorist like Bill Ayers, whose ideology calls for the
murder of millions of Americans, who resist “re-education”, was a professor
at the University of Illinois at Chicago, formerly holding the titles of
Distinguished Professor of Education and Senior University Scholar. Do you
get that!!!!!! In addition, Ayers was almost voted emeritus professor if it
wasn’t for the speech by the son of Robert kennedy, who managed to sway the
vote against Ayers.

How does a person like this achieve the esteemed positions of a Professor in
an American institution? Whose backing these radicals? I suspect it the same
people who want to imp[lement re0education camps. We know the international
banking cartel is responsible for the Bolshevik revolution.

While other Professors lose their jobs for simply criticising Israel?
Professor Joel Kovel lost his Bard College position for writing books like
“Overcoming Zionism” and calling Israel “a machine for the manufacture of
human rights abuses.” DePaul University denied Norman Finkelstein tenure. It
then fired him for speaking out and writing books like “The Holocaust
Industry.”
Political activism and honesty about the Israeli/Palestinian conflict also
cost tenured professor Denis Rancourt his University of Ottawa job. UCLA

“a chance” to “reform”; when, in reality, they’re just going to exterminate

I have been reading the document. A word of caution. First, though, the
disclaimer. Most of what is going on within the domestication of military
(e.g. USNORTHCOM) and police operations is constitutionally and morally
wrong and that is my opinion. Now, with regard to this specific document, my
belief is that the document is a general document intended to describe
principally overseas operation. The document, though, is general and can be
applied domestically. BUT, my opinion is, that the document is not
specifically for domestic planning. Said another way, the document was not
intended, designed or written for application to specifically internal
operations and therefore, not an integral part of a larger subversive
intent. (I agree constitutionally subversive intent abounds, just not
evident in this docuemnt. There are plenty of other documents to establish
the extreme danger to liberty.) My background is a senior military officer
with J-5 (planning) service at NORAD-USNORTHCOM. I have seen and authored
many planning documents and that experience is the basis of my opinion. I
take my oath of office seriously. God Have Mercy on and Save the Republic.

If so, then you should be aware that the “U.S. Territory” is restricted to
Puerto Rico, the Islands and the District of Columbia ONLY. Any other
“posession” is implied presumption. Example; Arizona is NOT a “U.S.
Territory”. None of the states are. Many states are trying to define this
and are being fought/punished. States are sovereign, or so they should be
(most certainly by the constitution). By doing business with the U.S. Corp,
which is well defined as a private business and not the constitutional
government of America, they are presumed to be a “territory” of the U.S.,
which they are not. It is fraud.
People need to realize these particulars. It nullifies all the “U.S.” tries
to imply.
The “U.S.” ONLY has jurisdiction in the DoC, P.R. and Islands. Again, any
thing more is illegal but they force it on you as truth, through fraud. If
they keep telling the lie long enough, you believe it to be true. It simply
is not.
Give em’ an inch and they’ll take every thing.

You need to see it for the reality of it. We are all getting upset that they
are infringing on our “rights”. The truth of the matter is, they can only do
so through fraud, deceit or your participation. I posted above what “U.S.
Territories” are. If you understand that, then you understand they have no
jurisdiction but, notice they mention identification by SS #. If you got one
of those, it is presumed that you are within their territory, no matter
where you are. Funny, you and me can be on the same street, standing side by
side. I bet only one of us is under their jurisdiction, in their “territory”.
It isn’t me.

Don’t believe it now then. Just keep it in mind as events transpire and it
may help you know what to do when and if the time comes to go “camping.” Say
the economy collapses and the camps are presented as a nice place to go
where they have concerts and jumbotrons to watch the game on white TPTB fix
things up. They could say, we did it to the japs and they came out OK.

As a follow up to my previous comments: Listening to the radio dialogue and
reading the blog comments, I think the primary question is, how important is
this particular document, i.e. where is this revelation on the rickter
scale? Again, a disclaimer: The Republic is in immense danger. The danger is
well documented and, in my opinion, conclusive. Infowars.com and Alex are,
indeed, the pointy end of the speer (and if Alex rants, well, given the
personal hazard he is under, he is entitled.) So, how earth shaking is this
document? An 8, 9 or 10 on the rickter or a 2, 3 or 4? My opinion is that it
is about a 4. This is general document whose primary application is overseas
operation. The document includes sections for what is called “Military
Support to Civilan Authorities” which is by definition is domestic. MSCA,
though, are frequently a part of documents by process, not by special
design. A person writing a document like this will look at the list of
standard sections and will see that MSCA is to included, so without much
thought, includes the planning for the sections. Military support for
natural disasters and insurrection go back 60 years, so is typical for
planning documents, because it is the typical process of documentation as a
result of the fact the military supports civilian authorties. I can write to
this from personal experience. (Again, this is not an apology for the
perversion of the tradition military culture and the desensitizing of
military and public to domestic involvement. This an explanational of why
this particular document is less than earth shaking.) So, my recommendation
is to minimize concern about this particular document and return to the
general threat of loss of habeus corpus (i.e. NDAA).

There is a single glaring problem with your supposition that the document is
just a means to provide MSCA planning within the internal domestic so called
‘Homeland’ jurisdiction.

In order to have PSYOP policy re-education, there has to be a restriction of
movement/freedom of those who end up in these camps/relocation centres.
Whether you call them ‘FEMA camps’ for a Natural Disaster or a good ole
fashion third Reich NAZI Concentration camp or Soviet style GULAG for
political insurrection prisoners is just semantics.

And what happens to those who fail to become re-educated. Oh yes NDAA 2012
has a policy section for those folks as well.
