You are right Rappelling is a big PR booster, however, it can also
be a large insurance problem. A lot of paperwork has to be put in for
proper instructors and safe facilities and such. Our school managed to
pull off a rappelling lab for the MSI - III's at our stadium. If you
try this at your school be sure you are covered. If someone gets hurt
and you don't follow the proper proceedures, the entire ROTC department
will be screwed.

I recommend trying the event with a different attitude. Instead calling
it an Official ROTC event. Call it Tracy and his ROTC friends go rappelling.
The effect is the same and you don't endanger your program and funds.
