Kyle, the best thing to do would be to e-mail ISC (DeMolay International).
I've been involved in starting Chapters but it was in Canada a number of
years ago and the rules have changed.

Hi Kyle.
As Jim said, you could contact DeMolay International, or you could check
on their website for the Executive Officer in your area. You will have
to submit to a criminal background check and undergo some training (the
length of which may change depending on the local program).
I can tell you that being the Chapter Dad is a big job with lots of
responsibilities (every one of the Chapter members, to name a few), and
does tend to require much of your time and effort. But the payoff is
tremendous.
Even if you aren't the Chapter Dad, you can still apply for membership
to the Council and offer support to the Chapter. I am currently Council
Chair, which means my primary job is to interface between the Council
and the State Executive Officer and DeMolay International. But I also a
leadership mentor and ritual advisor, and I assist the Master Councilor
with his agendas.
I just got back from a rush party for my Chapter, at which there were
four prospects. Should all four submit petitions, that will put us at
14 active members. And considering we had exactly zero at this time
last year, it's quite an improvement and one we've looked forward to for
a very long time.
