I think that it has slipped down in the ITF ranks because tournament
sports people want to do it in competition to have the fancy double-kick
as early as possible. However, that kick along seems to make it more
advanced than Tong IL. There seem to be leg-catching & tripping
techniques hidden in Juche in all the cross-sweeping & then kicks to
pull the trapped leg up or around, out from under the opponent. Thus, it
would be more advanced, even without the double-kick. Other than that it
represents a philosophy of humanism apparently, I haven't came across
any history of when the "form" was created & added.
