See Publish Settings wmode option.

Only works with IE on Windows I think.

Mike: I am unclear about your answer. I am trying to do the same thing,
publish an swf with a transparent background so the webpage image shows
through when the movie is done or possibly during the movie. I dont see
a wmode option in the publish settings. Please clarify

you need to add a parameter to your HTML.
first publish the movie with the 'window mode' set to transparent
windowless.
then add the line <param name="wmode" value="transparent"> to the object
tag in the HTML.
done.

The transparent windowless parameter only works in IE, guess netscape's
crappy api can't handle transparency.
