Is DreamWeaver easier to convert to from FrontPage 2003 than Expression Web?

I am considering upgrading from FrontPage 2003.

I have several concerns.
1) I generate HTML code into my website using WordPerfect Macro-merge
process with the code embeded in pages to bring in the headers, footers, and
other common code. I need to be able to do this with what ever i migrate to.
Will DreamWeaver allow me to do this?

2)FrontPage provides a way to isolate sections of a big web site into pieces
called sub-webs that do not get published except when one is in that subweb.
This saves time on publishing. Does DreamWeaver have a way of segregating or
isolating sections of a web site in similar fashion to FrontPage sub-webs?

How does DreamWeaver handle inserting common sections of code like headers
and footers into each page?

My web site is a large community web site and is generally W3C validated on
HTML and CSS. It is largely a volunteer effort.

It may be time to upgrade the authoring software. There are many choices.
Expression Web and DreamWeaver seem to be the ones having the most of my
attention.

I don't want to spend weeks learning arcane concepts. Sometimes this takes
place on upgrades.

Why would DreamWeaver be a better choice for someone like me upgrading from
a standards compliant Front Page 2003 world?
