Constant stalls and reloads

I am experiencing this problem: whenever I am on the internet, it takes
my browser an excessive amount of time to load a page. I constantly get
stalls and am always reloading. Downloading is out of the question.
Also, occasionally ppp drops off. Sometimes, after about half an hour on
the web, I get "thrashing" and am unable to move between apps or
sessions. I would like to get to a terminal session and kill the browser
but am unable to do so! On a rare occasion when I was able to get to a
terminal session and run top - netscape was using about 98% CPU and 43%
memory!

Here are the particulars: Suse Linux 6.1, kernel 2.2.7; netscape
communicator 4.51, PC with 300MHz Celeron processor and 32MB RAM, US
Robotics V90 56K Sportster( DTR normal, Verbal result codes, Display
result codes, Echo offline commands, Auto answer off, Carrier detect
normal, Load NVRAM defaults, Smart mode).

I sincerely doubt that it is a line problem. My PC used to run
Windows98 and used a Winmodem and these problems didn't exist so its
safe to assume that its not a line problem.

I am getting a connection but its very flaky. Perhaps I need some
typeof modem string but I'm not patient enough for 3com'as support page!
Perhaps, netscape needs tuning ( currently cache is set at 10000).
Perhaps Linux needs tuning. I dial up using wvdial.tcl. At this point I
don't know.

I don't like to post and ask for help if I haven't done some
investigating but I've had no luck in that area. The solution is
probably something trivial but surely, I'm not the only person with this
configuration and this problem.
Any suggestions or if someone can point me in the right direction would
be appreciated. Thank you.
