I would be an SOB if I participated in such a scheme. since most of
these so called criminals are somewhat innocent, in the first place.

They are then subjected to jails, or other incarcerations, and develop a
jailhouse defacto standard that is sent to the streets. Some of these guys just
cop a plea to a multitude of unsolved cases and that closes the cop books.

Most of the real criminals are still out here creating an income for the
redundant police forces that threaten at gunpoint the Biker groups, when they
nothing of the Tongs, Yakuzas, and other myriads of dragons, with much more
clout, than the payola police.
