Well, as Loaf pointed out in his follow-up posts, police in
Alberta get paid, on average, quite a bit more than $40K per
year.
So it's not impossible that he could afford a nice car like
a BMW. Especially if he has a wife who also has a good
income and they split the mortgage payments and other bills.

I'd hate to be the cop involved. Let's see, impaired and
dangerous driving resulting in a accident with serious
bodily harm involved. Now the conspiracy theorists alleging
a police coverup and (as you suggest) involvment in the drug
trade. Next thing you know it, some other conspiracy
theorist will try and connect him with a stable of girls
renting their bodies out on 96 Street followed by
connections with the Indian Posse or some Hong Kong based
triad or another.

While in a city the size of Edmonton there are bound to be a
few bad apples in the police department, I expect the vast
majority of them work hard and want to do a good job.
