Could someone clarify for me the meanings of the two names/words.
Indians tell me that Saira means exquisitely beautiful; Arabs say that
it is the same as Zahira, which means always smiling.
Can someone enlighten me?

I think sahiraa becomes Saira thru the magic of transliteration.
zahraa = beautiful, splended, shining, bright, white
(also a historical name)
Again, either the spellings got modified thru transliteration in
'Zahira' or it is written differently in Arabic. It would be good to
hear on this from someone with more profound knowledge of Arabic. Here
the correct pronunciation is critical as there are many words closely
resembling but with completely different meanings. e.g. zaheer,
zaahir,zahar, zahra etc.

There are many words/names that are being used interchangeably. Zahira
and Zahra would be a good example. Though the meaning happens to be
different. I am not sure about Saira's meaning but Sahira and Saira are
different from each other.
1) Zahira: Is from Zahir. That means Revealed, Open and Not hidden.
2) Zahra (Ends at Alif in Urdy) means flower in Arabic. Bright & Shiny.
Second part of Hazrat Fatima's name(Prophet's Daughter)
3) Zahra(Ends at is "Hae" in Urdu) means Bold
4)Zohra: Is a planet. And this word is most probably interpreted as
Light. Happiness.
It is very important to spell the name in a right manner in order to be
able to interpret the meaning appropriately
