I read recently that an indian judge had quoted this couplet to appeal for the release of a prisoner.

i understand this couplet as

the prison is sad my friends, please tell something to the morning breeze
let the mention of my beloved happen somewhere at least for god's sake

i dont see how this fits into a prisoner release petition. please help

The couplet, Ravi sahib, is a reflection of the helplessness of a
prisoner who is longing to be released from the prison to be with his
beloved. As this is not going to be anytime soon, he is pleading to
the morning breeze, via his friends (perhaps because his own requests
are not likely to be heeded), to bring from afar some 'mention', some
whispers, about his beloved.

Now the only way I see the judge relating this to the current case is
to express the helplessness of someone by quoting this couplet and
perhaps exhorting the system to do the unthinkable and release the
prisoner.

If I translate I would take it the other way:
Translation: The cage longs for it's occupant, let the breeze know (so that
it spreads the word). At least the name of my beloved would find mention for heaven's sake in this vast ocean (of God)
Meaning: Chances are that he's referring to himself as the prisoner/ bird
that has flown away (like he fled his country) and the country as the cage
which is missing him.
