What is the meaning of "SALVS" on this fountain?

Could I deduce from it that it's drinking water?

The idea may sound absurd to you, but here in Vienna we have excellent
tap water, though a fountain like this may well circulate the water with
a local pump.

Salus/Salvs = health, perhaps alluding to the stock phrase "Salus per
aquam" - health (or healing) through water.
