For those of you who have been away for quite some time, I'd like to
inform you that Pampanga is now subdivided into four congressional
districts. I just bought a map of Pampanga and I'd like to share with
you the following information:

Does this mean that only towns belonging to each district will be able to
vote for their own district representative? If so, it makes more sense
this way and less expense for those candidates running for office. They
don't have to campaign to all towns in Pampanga and only in towns where
they will be representing the district

I guess the population is significantly growing.
Pampanga used to have only two congressional districts,
the 1st District and the 2nd District. When the late
President Diosdado Macapagal of Lubao was a congressman, he
represented the 1st District and Rep. Emilio P. Cortez of
Santa Ana, a medical doctor and a lawyer, he represented
the 2nd District. Hon. Juanita Lumanlan Nepomuceno of Porac
succeeded D. Macapagal while Hon. Artemio Macalino of Apalit
succeeded Dr. E. Cortez. I don't know who succeeded A. Macalino
as a congressman because he was appointed as Executive Judge
of the Court of Agrarian Relations by President Macapagal during
his presidency.
How many Provincial Board Members does the province of Pampanga have
now? They used to be two only is it not? Is the Vice Governor still the
presiding officer of the Provincial Board?

Yes.

That's right.
In the last elections in the first district, Blueboy Nepomuceno ran against
former Angeles City Mayor Edgardo D. Pamintuan, whom he had previously served
under as vice-mayor belonging to the same ticket. Blueboy won and now Ed is
back to lawyering.
The first district includes populous Angeles City and Mabalacat (specifically
Dau, which could be a municipality in itself). I think that the Nepomuceno
campaign concentrated on these two places, thus ensuring his victory. Ed
didn't even win in his own barrio of Pulungbulu, Angeles City. Which reminds
me of a story told by my parents-in-law, themselves from Pulungbulu. They
were approaching the polling place where, outside, Ed's people were
distributing sample ballots, as they're ordered to do on election day itself.
When they saw my parents-in-law, they said, "Ay, ali yu no didienan sample
ballot den. Nepo la ren," meaning they'd surely not vote for Ed. At any rate,
I thought to myself, at least they've identified, to a certain extent, those
who were going to vote for Ed.

This has been an education for me. I am not savy on politics and even if
I had rudimentary Philippine Government in high school, it was like a
skimming session when the instructor was finishing the book before the
term ends. That was the goal, not what the students understood. I don't
mind getting a birdeye's view of what goes on in government but at least,
it's something I understand.

for the Tagalog version: "maipaibabao, maipailalim." (Marc, another
fractured language)?
