Pampanga solon killed in car crash

MACABEBE, Pampanga--Rep. Emigdio
Bondoc of the fourth district of Pampanga
died Monday night, about seven hours after
he figured in an accident along the North
Luzon Expressway in Bocaue, Bulacan. He
turned 71 four days ago.

Bondoc's body lies at the Santuario de San
Jose in Greenhills, San Juan. It will be
brought here on Saturday for interment.

Bondoc, chair of the House ethics
committee, was on his way to attend
sessions at the Batasang Pambansa in
Quezon City after inaugurating the
Association of Barangay Councils' session
hall in this town.

Investigation showed Bondoc's maroon
Nissan Patrol was cruising the expressway
around 1:30 p.m. when a front tire exploded.

The vehicle turned turtle several times and
eventually hit an electric post near the
Bocaue exit, according to separate
statements from Pol Balingit of Bondoc's
technical staff, and Senior Supt. Rodolfo
Caisip, chief of the PNP Traffic Management
Group.

Witnesses said Bondoc was conscious and
even managed to help his companions
consisting of his secretary, security aide
and driver, who suffered bruises and were
declared out of danger.

Bondoc, himself, was heard as saying, "I'm
OK. I don't feel anything."

Balingit said Bondoc wanted to leave the St.
Luke's Hospital, where he was taken for a
general examination, to attend Congress
sessions.

But his son, Juan Pablo "Rimpi" Bondoc,
insisted on a more thorough check-up.

At 7 p.m., Bondoc's blood pressure was
found to be unstable. He was immediately
operated on and doctors discovered his
heart had been bleeding. He died around 11
p.m.

Background

Bondoc was born Nov. 22, 1926 to a landed
family in Macabebe. He was married to
Margarita Puyat, daughter of the late Sen.
Gil Puyat. They have two children, Dr. Anna
York Cristina and Juan Pablo.

He finished law at the Ateneo de Manila
University in 1947 and obtained a doctor of
laws degree from the Universidad Central de
Madrid.

Bondoc, whose term would expire next year,
was one of the richest members of
Congress.

According to a book published by the
Philippine Center for Investigative
Journalism in 1994, Bondoc declared a net
worth of P37.92 million. He owned farms in
Masantol, Arayat and Macabebe towns and
houses in Wack-Wack, Greenhills and
Forbes Park.

Bondoc also owned a P40-million building in
Makati City.

Aside from being ethics committee chair,
Bondoc was also vice chair of the
committees on foreign affairs, and labor and
employment.

He was a member of the committees on
agriculture and food, ways and means and
the ad hoc committee on Mt. Pinatubo.

As ethics committee chair, Bondoc presided
over hearings on proposed sanctions
against Rep. Romeo Jalosjos (Ind.,
Zamboanga del Sur) in connection with rape
charges filed against him by a minor.

He also chaired the House inquiry into the
alleged payolas on the North Luzon
Expressway construction project and the jai
alai franchise bill.

Bondoc is the fifth member of the House of
Representatives to die this year. The others
were Representatives Teodulo Natividad of
Bulacan, Magdaleno Palacol of Laguna,
Elias Lopez of Davao, and Andres
Dinglasan of the labor sector. With reports
