Metro: BJMP to transfer some inmates in a rehabilitation center

MANILA, Jan. 6 (PNA) - The Bureau of Jail Management and Penology
(BJMP) is deliberating on sending some detainees of Quezon City Jail
to a rehabilitation center after a ramble that occurred Monday
evening between the groups of Commando and Sputnik.

Three detainees were injured,during the ramble.

BJMP-National Capital Region (NCR) Director Sr. Supt. Temistocles
Jamisolamin has issued a directive to Chief Insp. Mamerto Baroro,
warden of Q.C. Jail, to get a list of notorious inmates who will be
transferred to the Metro Manila Rehabilitation Center in Bicutan,
Taguig. They will be placed under rehabilitation and discipline.

Jamisolamin expressed confidence that the transfer of those who
led the raamble will be an effective solution as it was already done
in previous years. The move was said to have resulted in a big
decrease in the number of riot incidents.

Moreover, Jamisolamin ordered Baroro to file appropriate charges
against the inmates who started the recent ramble.

Observers noted that the inmates even had a prayer rally after the
Supreme Court issued a temporary restraining order on the execution
of death convict Leo Echegaray. .

The two Commando members who were injured were identified as
Rafael Cabrito, 26, who is facing drugs charges, and Norberto Cerena,
26, who is accused of robbery; while the Sputnik member was

identified as Raven Morales, 21, who is detained for carnapping and
murder cases.

Cabrito was hit with a piece of wood in the body and is now
suffering injuries, while Morales, with an improvised arrowhead in
the chest. Both were taken to a nearby hospital for treatment.

Cerena, on the other hand, was treated in the jail clinic for
minor bruise on the forehead.

Tbe jail management then conducted an operation, dubbed as
"Operation Greyhound," to search for deadly weapons made by the
inmates themselves inside their cells. This resulted in the recovery
of the improvised arrowhead and the piece of wood used on the
injured.

The riot was the second since the same incident took place in the
jail 15 days earlier.

Baroro disclosed that he has planned to request for additional
BJMP personnel to secure the jail. He also requested a general
inspection to be conducted in the entire jail to seize probable
make-shift weapons.

At present, he said, the QC jail has 1,394 detainees; its capacity
