Crime: 18 hoodlums in uniform to die by lethal injection

MANILA, Jan. 17 (PNA) -- Eighteen former government agents -- 12
policemen, three soldiers and three paramilitary men -- are among the
864 inmates awaiting execution on death row, Senator Loren Legarda
disclosed Sunday.

Five of them face death by lethal injection for aggravate rape;
five for kidnapping and murder; another five for murder; two robbery
with homicide; and one for parricide, Legarda, Citizens' DrugWatch
Foundation executive council member, said.

She said two former police chief inspectors -- Restituto Cablayan
and Rolando Maclang -- are among the most notorious hoodlums in
uniform on death row.

Legarda said Cablayan and former PO3 Marlon Logan, who is also on
death row, led the gang-rape at the Valenzuela police station of a
28-year-old housewife arrested for estafa.

Maclang and former Airmen 2nd class Charlito Domingo, who is also
on death row, led the gang that kidnapped and murdered businesswoman
Roberta Colkin in Bacolod City.

Also on death row is former Army Sergeant Raymundo Baricaua, who
led the kidnapping and killing of Manuel Luis Ongpin in Paranaque
City; and former PO3 Jose Camacho, who raped a 16-year-old housemaid
detained at the Las Pinas City police station.

Under the law, rape is punishable by a mandatory death sentence
when committed against a person in police custody.

"These hoodlums in uniform deserve neither mercy nor leniency,"
Legarda said. "They not only betrayed the public trust. They used
their positions as agents of the law to further the commission of
heinous crimes."

Legarda identified the rest of the former government agents on
death row as former policemen Aurelio Acebron (kidnapping and murder);
Joey Aquino (robbery with homicide); Bernie Faustino (robbery with
homicide); Noel Feliciano (triple murder); Leonardo Joyno (parricide);
Elpidio Mercado (kidnapping and murder); Ernesto Olep (murder); Allan
Tejada (rape);

Fomer soldier Sergio Abon (rape); and former CAFGU members Pepe
lligan (double murder); Manuel Magayag (murder); Maximo Ramos (double
