"OECF is very proud of our performance. We are still the best
performer among all OECF-funded projects all over the Philippines,"
Mayor Alvin Garcia told reporters in a news conference. MCDP, however,
will still conduct ocular inspections on these new road links before
they are finally turned over to the Cebu and Mandaue cities.
According to MCDP assistant project director Geoffrey Lim, MCDP will
not issue certificates of substantial completion to the contractors if
there are defects in the road projects. The Gorones construction firm
was the contractor for the completed access roads in these areas: F.
Llamas st., V. Rama ave., Katipunan st., M. Velez st., B.
Rodriguez ext., Gov. Cuenco ext., Happy Valley and M.L. Quezon sts.
Another contractor under the MCDP II package, Geo-Transport
construction company, completed the work in Plaridel ext. and A.S.
Fortuna st. last month. The MCDP has been implementing 15 road network
projects in the cities of Cebu, Mandaue and Lapu-Lapu, covering 51
kilometers with a contract amount of P1.4 billion. Garcia also
announced that the OECF signified its intention to fund
circumferential road projects under the 23 yen loan package. "These
are part of MCDP 3 but there are no funds yet because of the huge
