We bought a townhouse about 2 months ago. According to the rules of the
CCR's we received we must have plans submitted by 3 months after move-in.
The work must be finished by 6 months after move-in. So far I've gotten
in touch with about three local (Orange County, Ca.)landscape architects
and their prices start at $500.00 to create designs. I can't afford
this. I thought of contacting a local school, however I can't find one
around here that offers landscaping courses. Does anyone have any
suggestions on how I can find affordable help?

There are a few alternatives to hiring a Landscape Architect. You can look
at local nurseries or garden centers for landscape design services which are
frequently much cheaper or written off if you purchase plants and materials
through them. Another alternative is a landscape contractor who may be a
landscape designer or a Landscape Architect, but will probably discount
design services to do the installation work. This should be an enjoyable
project - find someone you'll enjoy working with. - Good luck!

A lot of good retail nurseries can offer design work. Also, as far as design
students, isn't Cal Poly Pomona down that way? You could talk to
design/build contractors too. Call the state headquarters for CLCA members
in your area. (916) 448-CLCA
