Please help w/ simple definition

Hi,
I recently read that 4000 U.S. troops were headed for Kosovo. How many
individual soldiers is suggested by '4000 troops'. Until recently, I always
assumed that '4000 troops' suggested 4000 soldiers, but something someone
said recently made me curious as to whether I'm right. The time you've
taken to read this and your answers to this question are appreciated.

a "troop" in Army slang is a soldier (1). However, the latest estimates are
7,200 for total U.S. commitment.
