Where to look for freelance authors?

I'm working with some friends to start a small magazine (local to our
community). We are wanting to supplement our own articles with some from
freelance authors. I just found this newsgroup. Is this the place to look
for freelance authors or is there a website that hooks up publications and
writers?

Well, there are certainly freelance writers in this newsgroup. If you
specify the type of articles you need, and your rates, you may well receive
inquiries and/or submissions. Obviously, if you're looking for freelancers
local to your community, unless your community is big (ie: NYC), you probabl
won't find many here.

If you're not looking to pay for articles, best not to mention that here.
Prior posts along those lines have generated much heat for the poster.

So. What sort of articles are you seeking, and how much are you looking to
pay?

As we are just putting this together, we haven't determined rates. Where
could I find a list of customary rates?

We are looking for articles with a local flair, so I may need to find
writers in the southwest United States.

I suppose Writer's Market would give you a good idea to start. Asking
around to other similar publications would also be a place to start.

Check in with libraries and see if they have writer's groups that
might be interested. Any colleges with journalism schools nearby?

Yes, one for sure. There are three other junior colleges in the area as
well.

Find other publications/Internet sites that are comparable to the quality of
writing and research you seek. Ask them what their rates are. If they are
non-competitive, call up the editor, tell him what you're doing, and ask his
advice. The rates in Writer's Digest, and other sources, isn't necssarily
accurate.

In the UK there's the NUJ, who publish rates. I expect there must be a similar
union for American journalists. Another place to find rates in the UK is in The
Writer's and Artists Yearbook (A and C Black) and The Writer's Handbook
(Macmillan). They also cover some foreign markets, but again there is almost
certainly an American equivalent that will give you a more detailed guide to
what your competitors are paying.

If you're looking for somewhere to announce your launch and post writers
guidelines, this NG is as good a place as any.

A source for both writers and rates would be the web site of the National
Writers Union (www.nwu.org). They have a referral service that brings
writers and publishers together. They also publish a guide to freelance
rates.

They have 19 chapters, one of which which may be near you.

I also would be willing to submit to your magazine if my writing falls into
one of your categories. I grew up in northern Arizona (20 of 27 years) and
