In India, Porno Runs Free

attempts to control the Internet, in India it's clear that censoring
cyberspace isn't a priority.
The proof of this is about as blunt as it could be: The country's sole
commercial Internet service provider, run by the government-owned
international communications monopoly Videsh Sanchar Nigam Ltd., provides
access to known pornography channels.
VSNL recently started a news server, providing a complete newsfeed of
more than 27,000 newsgroups it gets from MCI. This is more than many
American ISPs provide. VSNL apparently carries all alt. discussion groups
and several local-language groups, apart from the obligatory Usenet
discussion forums.
Among the alt. groups is alt.binaries.pictures.erotica. Such groups
contain images of bondage and bestiality and discussions of child
pornography, which are illegal in parts of the United States and other
nations.
In print, India censors porn, banning issues of Playboy. But such
vigilance hasn't crossed over to the Internet. Given the high cost of
using the Net in India - more than US$1.30 per hour - few will waste
precious bandwidth accessing pornography online.
But the very existence of pornography on the newsfeed provided by a
government-run ISP - in addition to other "foreign" cultural and
political content to which India's Asian neighbors object - demonstrates
a refreshingly pragmatic attitude toward controlling cyberspace.
Soon after VSNL started service in August 1995, it stated that it is not
in the business of censorship, and cannot be responsible for what its
users see and do. Unlike Singapore, India does not intend to have a proxy
Web server controlling its netizens.
Presumably VSNL didn't start carrying pornographic newsgroups to
demonstrate the Indian government's belief in free expression. When asked
if VSNL was aware of the porn in its newsfeed, Amitabh Kumar, chief
general manager for planning, would not respond.
VSNL has not advertised the content of its newsfeed, and if anybody has
noticed, they have yet to complain. VSNL is unlikely to face legal
liabilities for its newsfeed given the common carrier status ISPs tend to
acquire. Still, it will probably remove the offending handful of groups
from its collection, which, unlike the complex filtering required for
true content-based censorship, is technically very simple.
Even when that happens, Indians need not fear a repressive regime of
cyberspace censorship. A government that can't stop itself from
distributing pornography hardly seems likely to stamp on the free speech
of its netizens.

So if I'd been born 80 years ago, I'd have supported the suppresion of
alcohol and the right of men, and only men to vote. Right now I
believe that "drugs" should be controlled substances and illegal,
while tobacco and alcohol shouldn't bew.
I've believed alternatively that Britian was the best thing to ever
happen to me, and that the Brits really suck cheese weenies. As a
Massachussets resident, I've believed that Christmas should be
outlawed, witched should be burned and cows should be allowed to graze
freely on the common.
I've believed that the coloured man was subhuman fit only for cotton
picking and tobacco harvesting, and I've stood beside him in a voting
booth proud to recognize him as my equal. I believed for a time that
posting a *pet* to someone I knew was under 18 would be harrassment
and punishable by fines and imprisonment.
I'm glad that what my country supports and what I support are
necessarily the same. It means I'm allowed to change my perspective
often. And if I don't have any real grounded philosophy, who needs
them? In the end they only hold you down.

It's hard even to know where to begin...
For starters, I would like to know what on earth the topic has to do with
the article you posted. I remember having read something about
alt.binaries.pictures.erotica but from there to Child-porn is one hell of a
step.
I am really getting sick and tired of this witch-hunting. Why the hell
would an ISP ban a certain number of newsgroups? Is it that old censorship
thing again?
My ISP is state-owned too and I think I have all the binaries newsgroups.
Do you think I should go around shouting that THE PORTUGUESE GOVERNMENT
SUPPORTS CHILD-PORN? Please be reasonable...
I would like you to notice that I am in no way endorsing or defending
Child-porn. But please. Think a bit better before being carried away by
some sortof demented fervor and starting to make some pretty wild
accusations...

Secondly, I couldn't help laughing at your post - I wonder why I even bother
to reply :-) The article quotes sections which do incredible damage to your
argument (esp. decency standards for print publications). Third, the
newsgroup quoted (alt.binaries.pictures.erotica) isn't illegal in the
United States either - possession/distribution of the pictures is, as
it is in India and other countries. As the article goes on to say, some
of the blundering staff at VSNL have just noticed the newsgroups and will
probably end up removing them. I think you need to take some history
lessons and try to learn about other cultures before spraying your hate
and displaying your profound ignorance.
The most hilarious part of your argument is when you say that I instantly
reflect what the govt. of my former country of residence does :). Heck, I
didn't agree with some things they did even when I was there.
Finally, stop sullying the fight against child porn with your misguided,
immature, ethnic slurs. The people who are truly against child porn
(including myself) are already working against it within the auspices of
the law.

what should make most people worry is that this sort of behaviour is
not uncommon. at the end of 1995 / beginning of 1996 a similarly
disturbed person appeared on no.general -- a norwegian newsgroup, and
he persisted until some months ago. he too advocated measures that
would only affect innocent users and system administrators in the name
of fighting child pornography.
after some people did some digging around, stories turned up, telling
the story of a control freak who would terrorize and bother anyone to
whom he either felt inferior to or wanted to receive some sort of
respect from. before teaming up with a person working for a christian
organization that monitors the media in search of "inappropriate"
material and a journalist, to bash IRC, he was rejected by the BBS
scene after pulling similar stunts there.
allegations made were based on how they thought IRC worked and how
they thought IRC was operated. even a year later neither of the
involved fanatics seemed to have gained an incresed understanding of
IRC.
at one point I actually thought about creating a list of these crazy
people in order to warn system administrators and authorities of these
people.
