1: "site:www.lampspecs.co.uk inurl:www.lampspecs.co.uk"
or
2: site:www.lampspecs.co.uk"
The two results are startlingly different why? What is the significece
of the "inurl" term?

inurl also finds
http://example.com/lamp/sites/www.lampspecs.co.uk
Also note that I have the feeling that a lot of Google queries are just
rough approximations of the real thing because of *huge* speed and other
resource issues to get the exact answers

While you can be right, I am rather under impression that these operators
are 'windows' to other parts of the index, parts used when ranking pages.
Thus the results can be quite accurate. My take is that on one of those
Google Fridays someone said - "hey, people, we have a lot of interesting
things in our additional indexes, why not show them to others?" - and lo,
they make it live ;)
