Does anyone know what's up with this torrent?

It's been stuck at 3.1 % for days, despite an apparently reliable
seeder being present.

What flags does the seeder show?
Could be choked.
Being a seeder I presume it has 100% otherwise it wouldn't
be a seed?
What speed does the seed show?
And importantly are you port forwarding?
With the uTorrent client there is a test port forwarding button.
Is your ISP restricting/blocking P2P, seeing all P2P as
illegal activity?
I dunno what port forwarding is or whether I have it enabled (or where
to look up the mentioned properties of the seeder).

I don't seem to have issues downloading/uploading other things from/to
bittorrent, so probably not.
I use vuze, though I've tried utorrent as well in the past.

In order to receive incoming connections (i.e., connections initiated by
computers other than your own), you must have the proper ports forwarded in
both your router and your software firewall.
For the various characteristics of the seeder, open the torrent details
page in Vuze (double-click it in "My Torrents"), then select the "Peers"
tab. The seed is the peer with 100% under the "%" column. Other column
headings are self explanatory, especially with the tooltips. Right-click
and choose "Column Setup" for more explanations.

One seeder isn't usually a good sign, even if it's a new torrent.
If others are working, it's not an issue at your end, so you just have to be
patient
You should leave your client going 24/7 as some seeders are only on at
specific times.
And you might simply miss them.
Dunno.. I'm not behind a router and I use the windows firewall. When I
use vuze for the first time, the firewall comes up with a notification
about whether or not to block vuze and I ensure it accepts any
connections associated with vuze.

I'm not connected to the seeder, so it's not in the peers tab.
But under the details tab, it's listed that there is a seeder in the
swarm.
It's gone from 3.1% to 3.4% completion so it appears there is some
progress, but it's extremely slow.
That's not enough. That grants Vuze outgoing access, but still blocks
incoming connections. Look at the bottom middle of the Vuze window--do you
see a green circle? If so, then the firewall is opened. If you see a
yellow circle, then incoming connections are probably still blocked.

I don't know which circle you mean exactly, but that is a screenshot
showing what vuze looks like on my computer.

That's the commercial Vuze GUI, whereas I use the classic GUI. The yellow
unhappy faces listed alongside the torrent names are the equivalent for
you. That they're yellow means that you can initiate connections to
others, but no one can initiate a connection to you. Your firewall blocks
those incoming connections. Following the instructions I linked to last
past will solve that problem.
That page is a bit vague.. it asks me to enter a portnumber of 100000
in the firewall exception settings, which is impossible (portnumbers
are between 0 and 65535).
Do you think it's ok when I entered the exceptions in my windows vista
firewall like this?

Yes, that's it. So long as the TCP & UDP port numbers match, everything's
fine. Those yellow lights should begin changing to green, and speeds will
go up, at least on most torrents.

By that, I mean the TCP port in Vuze matches the TCP port in the firewall,
and the UDP port in Vuze matches the UDP port in the firewall. The TCP and
UDP numbers do not have to be (but can be) the same as one another.
Ok, thx for the tip. The icons remain yellow in the main vuze window,
but the second torrent does seem to progress faster now.

Yeah thanks.. I noticed that version as well and got it a few days
ago.
The piratebay seems to be experiencing some problems lately.. I can't
upload any torrents anymore because the captcha server is down (it's
used to display the verification images to block automated requests).
