My guess is that he is from Russia/e. europe.
Its cheaper to get work done from Russia than from India.

Well, the article refers to "outsourcing ... to Russian IT experts",
but I guess DDB meant that he would have a hard time competing with
the folks in India.
About this line of work being cheaper in Russia than in India, I did
not know that...even though I could imagine that with companies
collecting to India, the wages there would probably go up compared the
Russian wages (or is it that the Russian wages would have to go down
compared with those in India)...

I do not know the wages in Russia. I said this on the presumption that
E. Europe has seen lots of social problems because of which people may
be ready to work for peanuts. Here is a link I found on news.com which
says that Romania is a lot cheaper than India.
