I don't believe that such a list currently exists. The list
(www.thelist.com) used to have ratings. Unfortunately, some dishonest
isp(s) were stuffing the ballot box.
Ratings are also extremely subjective and people can have very different
experiences with the same provider. These differences can be related to
numerous factors: the level of experience of the user, differences in
quality of local access numbers, intermitent technical problems at the
isp, etc.
I am currently very happy with pacific bell internet (www.pbinet.com). I
especially like their price structure. What they lack, at the moment, is
space for member's web pages. They anticipate that it will be available
later this summer.

Try Primenet at 1-800-4-Net-Fun. They have PPP/slip with an accompanying
shell account. PPP/Slip is limited to 150 hours per month (likely to be
unlimited soon) and shell access is unlimited.
You might want to stay away from Netcom.
