Does anybody know how many tons or BTU's this model (Trane TTB012-024C)
is. It is a Trane XB 1000 High Efficiency with an SEER of 10. Would
two of these units be sufficient to cool two units (one upstairs and one
downstairs) of a duplex where each unit is approximately 1000 square
feet.

The downstairs unit does have an unfinished basement below it and the
upstairs unit has a large unfinished attic above it.

That unit runs around 1 ton - upwards of 1.25 ton. I'd question it doing
1000 sq ft, especially the 2nd floor. Someone needs to do a "manual J"
to see what capacity this complex needs.

The TTB012 is a one ton unit , the TTB024 is the same model but 2 ton capacity.
Typically allow 400-500 sq.ft. per ton. But this can vary depending on local,
climate and building insulation and design.
